Fall 2023 marks the 40th anniversary of Judge Jane A. Restani’s appointment to the U.S. Court of International Trade. On October 25th, 2023, at a Special Session of the U.S. Court of International Trade, the Court, the Customs and International Trade Bar Association (CITBA), and the Court’s Historical Society will host a symposium celebrating Judge Restani’s many contributions to the law. The event will include several presentations highlighting significant parts of Judge Restani’s career. Members of the Bar will offer reflections upon Judge Restani’s exemplary service to the administration of justice. Participants have prepared papers which will be published at a later date.These papers focus on: Judge Restani’s administration of the Harbor Maintenance Tax cases following United States v. United States Shoe Corp., 523 U.S. 360 (1998), her application of countervailing duty law to non-market economies, the implementation of Section 232 of the Trade Expansion Act of 1962, protestable decisions by Customs and Border Protection, Customs classification, and the effect of international treaties in U.S. domestic law. Many of Judge Restani’s former clerks will participate.

The Special Session will be followed by a reception co-hosted by the
Customs and International Trade Bar Association in the Court’s Library.
