Employment of Non-citizens:
Pursuant to the Treasury and General Government Appropriations Act, 2000, Public Law No. 106-58, section 605 (September 29, 1969), any judicial employee assigned in the continental United States compensated with federal funds must be a United States citizen or otherwise eligible for federal employment within the United States. Restrictions on hiring non-citizens contained in annual appropriations acts preclude the payment of compensation to, or hiring of, nationals of countries with which the United States does not have a mutual defense treaty as determined by the Department of State. Non-citizens are eligible to volunteer their services to the courts. The prohibition against hiring non-citizens who are not nationals of treaty-allied countries applies only when appropriated funds are used to employ the foreign nationals. Some non-citizens work on a voluntary basis pending United States citizenship.

Judge Donald C. Pogue accepts applications for the following annual internships: 

Winter position: January - April (8-10 hours per week)* 
      -
applications accepted from September to November 1st

Summer positions: June - August (8-10 weeks, full-time)*
     
- applications accepted from November to February 1st 

Candidates must submit a resume and cover letter, a copy of a law school transcript, a writing sample, and two letters of recommendation. All internships are unpaid positions.
